Project Overview
The TIP (Transportation Improvement Program) shows where federal dollars are going for transportation projects in the region in the present. This can include preliminary engineering all the way to construction. It is an ever-evolving group of priorities which can change to include new projects or project phases.
This TIP covers Fiscal Years FY27-FY30.
TIP shows real money on real projects in real time.
These are projects that are:
- Current: happening in real time.
- Regional: of a scale that has potential to impact the region.
- Funded: have a funding source attached to them and a specific timeframe when the money is projected to be spent.
There are about 60 projects in this list.
The new TIP Update is in progress and will cover federal fiscal years 2027 to 2030.
The TIP shows projects that match the region’s long‑term goals.
If the Long-Range Transportation Plan (LRTP) is the vision set for 20 years from now across the region, the TIP is what we’re spending money on right now to solve needs for today.

TIP = Transportation Improvement Program: a federally required list of the Richmond area’s regionally significant transportation investments across a four-year period.
This TIP covers 2027–2030.
The TIP is updated every 3 years, with the 4th year bridging the current and subsequent TIP documents.
The new TIP Update is in progress and will cover federal fiscal years 2027 to 2030.
The TIP shows which projects match the region’s long‑term goals.
It helps the region agree on which projects should move forward.
When a project is in the TIP, the federal government can promise to repay the state for part of the costs — called an obligation.
These are projects using Richmond Regional Transportation Planning Organization (RRTPO)’s federal funds.
Projects are managed by the Virginia Department of Transportation (VDOT) or the Department of Rail and Public Transportation (DRPT) using federal or state funds.
They are regionally important projects that also have an evaluation of air quality .
A project can only be in the TIP if there is enough expected money to finish it.
The TIP includes a financial analysis to show this.
The RRTPO (Richmond Regional Transportation Planning Organization) creates and approves the region’s transportation plans, alongside the needs and input of their member localities and transportation providers.
Plans include the TIP which has projects of today and the Long‑Range Transportation Plan (LRTP), which is the plan for regional projects of the future. This plan is required for the region to receive federal transportation funding.
Developed through collaborative efforts, project lists must be agreed upon by Richmond Regional Transportation Planning Organization (RRTPO), the Virginia Department of Transportation (VDOT), the Department of Rail and Public Transportation (DRPT), the Greater Richmond Transit Company (GRTC), and PlanRVA member locality governments.
Public input is collected at each stage of plans as they feed into this, and the compiled final list is shared with the public for final thoughts.
The Technical Advisory Council (TAC) is a public body made up of locality and operator members, who identify needs based on their past plans, who see and evaluate the projects and make suggestions. Their recommendations then go for final decision to the RRTPO (Richmond Regional Transportation Planning Organization) board

RRTPO: Richmond Regional Transportation Planning Organization is a group of local elected leaders and transportation agencies who work together to make transportation decisions for the region. PlanRVA provides main staff support.

MPO (Metropolitan Planning Organization) is required in urban areas with 50,000+ people. The Governor and local governments select who serves on it.
Our RRTPO is also a Transportation Management Area (TMA) because it serves 200,000+ people, meaning it has extra planning duties like tracking congestion.
