Where We Are

The Rural Transportation Analysis (RTA) is in its evaluation phase. The team has completed a review of public and stakeholder feedback, synthesized existing transportation data, and developed preliminary service alternatives, or different transportation programs or services that could help people get where they need to go.


What We’ve Heard

Survey results and engagement efforts highlighted key challenges for rural residents, including:

  • Long travel distances to essential services
  • Limited or no access to public transit
  • High costs of vehicle ownership
  • Mobility barriers for older adults and people with disabilities

Residents also expressed interest in flexible, reliable, and affordable transportation options


What’s Being Considered

A range of service options have been evaluated for feasibility and fit. The recommended alternatives for improving public transportation in the rural parts of the Richmond region are listed below.

Express Bus Service
Routes between key rural population centers and the GRTC frequent transit network, including concepts like:

  • New service from Charles City to Downtown Richmond
  • New service from New Kent to Downtown Richmond
  • New service from Western Hanover (Farrington) to Downtown Richmond
  • Extension of Gaskins Express service to Goochland (Hickory Haven Park and Ride)
  • Extension of Stony Point Express service to Powhatan (Holly Hills)

Microtransit Zones
On-demand service zones in:

  • Hanover (covering express bus terminus)
  • Goochland (covering express bus terminus)

Demand Response Services
Expanded demand-response service where microtransit or fixed route is not practical, following existing models from providers like Bay Transit and Jaunt.


What’s Next

We’re finalizing the recommended transportation alternatives with input from community members and project stakeholders. A final report and a community-friendly summary guide will be available in May, highlighting the key takeaways and next steps for improving transportation in our rural areas.
