Final Report Now Available

The Rural Transportation Analysis (RTA) Final Report was completed in May 2025. This comprehensive report is the culmination of a nine-month effort to assess public transportation needs across the rural counties of Charles City, Goochland, Hanover, New Kent, and Powhatan. The final document outlines challenges, identifies gaps in service, and presents a range of possible solutions tailored to rural settings—from on-demand microtransit and volunteer driving programs to new commuter express routes.

To help make the findings more accessible, a companion Community Guide is also available. This easy-to-read version condenses over 90 pages of technical content into a 10-page summary designed for the general public, highlighting key needs, public input, and recommended next steps.

The next stage of the project is to present the final report to the Richmond Regional Transportation Planning Organization’s (RRTPO) Technical Advisory Committee and Policy Board. These presentations will support regional coordination and inform future planning and funding decisions related to rural transit in the Richmond region.
